It usually happens in the first ten minutes of a Saturday morning.
A homeowner pries up a corner of vinyl floor tile in a 1970s laundry. A builder cuts a service hole through an eave with a circular saw. A plumber drills into the back of a bathroom wall to relocate a tap. A tradesperson pressure-washes a fibro fence “just to clean it up before the new paint.” A renovator yanks down a sheet of ceiling lining to expose a beam.
And then — sometimes immediately, sometimes only when somebody on site says the word fibro out loud — the realisation lands. The material that was just cut, drilled, sanded, broken or blasted may have contained asbestos.
This guide is for that moment. It is the emergency response playbook for any homeowner, builder, tradesperson or property manager in Melbourne or Victoria who has — or thinks they may have — disturbed asbestos during a renovation. It covers what to do in the first 60 seconds, the first hour, the first day, and the first week. It explains your legal position under the Occupational Health and Safety Regulations 2017 (Vic), what the decontamination process actually looks like, what to tell your insurer, and how to engage a WorkSafe Victoria licensed Class B (non-friable) asbestos removalist to remediate the site properly.
The single most important sentence in this entire guide is this one:
Stop what you are doing. Do not clean it up yourself. Do not vacuum. Do not sweep. Do not pressure-wash. Do not hide it. Call a licensed asbestos removalist.
Everything else is detail.
The First 60 Seconds: Immediate Actions on a Suspected Asbestos Disturbance
What you do in the first minute after a suspected disturbance has more impact on the eventual remediation cost — and on the eventual fibre dose to everyone in the building — than anything else that follows. This is not an exaggeration. The longer disturbance continues, and the more the dust gets walked, vacuumed and air-conditioned around the building, the larger the contaminated zone becomes.
Step 1 — Stop work. Now.
Put the tool down. Power off the angle grinder, drill, saw, sander, pressure washer or vacuum. Stop scraping. Stop lifting. Stop sweeping. Every additional second of mechanical disturbance releases more fibres into the air.
This applies to every trade on site. If you are a builder, call the stop on your subbies. If you are a homeowner with a contractor on the job, the stop-work direction is yours to make — and the legal duty under Victorian regulations sits with the person with management or control of the site, which on most owner-occupier renovations is you.
Step 2 — Hold your breath and leave the immediate area.
Walk — don’t run, you don’t want to stir up more air — out of the room or work zone. Close the door behind you. If you are outside, move upwind. If you are wearing a respirator, keep it on until you are well clear of the area and have completed decontamination (more on this below). If you are not wearing a respirator, that is itself the headline problem to address with the licensed removalist when they arrive.
Step 3 — Get other people out.
Children, pets, anyone not directly involved in the work. They do not need to be in the building or in the yard while the situation is being assessed. Tell them not to walk through the work area or touch anything they would normally pick up — clothing, tools, drink bottles, phones — that was in the immediate disturbance zone.
Step 4 — Isolate the room.
Close internal doors. Shut off ducted heating and cooling, evaporative coolers, and any whole-house ventilation. These systems are the single fastest way for fibres to migrate from one room to every room in the house. If you have ceiling fans running, turn them off. If you have windows open creating a cross-breeze that blows through the disturbance zone into the rest of the building, close the downwind ones to stop the airflow direction.
If you are in a commercial or industrial setting, shut down the HVAC zone serving the affected area. Closing a single door is not isolation — modern buildings share air through ducting, plenums and lift shafts. A building manager or facilities engineer needs to be involved within minutes, not hours.
Step 5 — Do not touch the debris.
Whatever is on the floor — broken pieces of sheet, dust, ground-up material, water slurry from a pressure washer — leave it where it is. The instinct to “just sweep it up before anyone sees it” is the single most common contamination-multiplier we attend in Melbourne. Sweeping aerosolises fibres back into the air. A household vacuum exhausts microscopic fibres straight through its filter and back into the room. Pressure-washing the debris off the slab pushes contamination through every drain on the property.
The debris stays put until a licensed removalist arrives and packages it properly.
Step 6 — Photograph the scene from a safe distance.
Wide shot for context, close-ups for detail, taken from outside the immediate disturbance zone with your phone’s zoom function rather than by walking up to the material. These photographs become part of the inspection record, the asbestos removal control plan, the insurance file, and — if it ever comes to it — the regulatory file. They also become the brief you send to the licensed assessor before they arrive on site.
The Next Hour: Decontamination, Notification and Engaging a Licensed Removalist
Once the immediate area is stopped and isolated, the next sixty minutes determine how cleanly the situation is contained.
Decontaminate the people who were in the work zone
Anyone who was inside the disturbance area when the fibre release occurred is now carrying a measurable contamination load on their clothing, hair, skin and footwear. They are the most likely vector for spreading contamination into the rest of the building, into vehicles, and ultimately into other homes.
The improvised decontamination procedure — to be used only as a stop-gap before a licensed removalist arrives — is:
- Stay outside the building. Do not walk back through the house to find clean clothes, towels or the laundry. Have someone else bring what you need to you.
- Carefully remove outer clothing, gloves and footwear without shaking them. Bag everything in a heavy-duty plastic bag (a builder’s rubble bag or two stacked supermarket bags will do until you can get proper 200-micron polyethylene). Tape the bag closed. Label it “ASBESTOS — DO NOT OPEN” with a marker pen.
- Do not put the contaminated clothing in your washing machine. A domestic washing machine is not designed to capture asbestos fibres. The fibres survive the wash, contaminate the drum, and end up in the next ten loads of clothes. Contaminated clothing is disposed of with the asbestos waste, not laundered.
- Shower thoroughly. Hair, behind the ears, under the fingernails, in the creases of the skin. Use cold-to-tepid water (not hot — hot water opens skin pores and can aerosolise residue more readily than cool water).
- Bag the shower towel with the contaminated clothing.
- Put on clean clothes brought from outside the contaminated area.
This is not a substitute for proper decontamination. A licensed removalist will set up a three-stage decontamination unit (dirty room, shower, clean room) for the remediation itself, and disposable PPE worn during the actual clean-up is bagged as asbestos waste at source. But the stop-gap above limits the fibre load that walks away from the site in the critical first hour.
Call a WorkSafe Victoria licensed Class B asbestos removalist
This is the call that needs to happen within the first hour. Not next week. Not “after we see if it’s actually asbestos.” Now.
A licensed Class B removalist will:
- Provide phone-based triage to help you determine whether the disturbance is genuinely a fibre-release event or a false alarm (most pre-2004 fibro disturbances are real).
- Attend the site, typically within 24 to 72 hours across Greater Melbourne — and within hours for genuine emergencies involving active fibre release into occupied space.
- Take NATA-accredited bulk samples under AS 5370:2024 to confirm whether the disturbed material contains asbestos, and what type.
- Conduct a visual extent assessment of contamination — including dust on horizontal surfaces, debris tracked into adjacent rooms, and any visible disturbance in HVAC return ducting.
- Provide a fixed-price written quote for the remediation, including any required Class A subcontracting for friable contamination.
- Coordinate the WorkSafe Victoria notification under Regulation 295 and prepare the site-specific Asbestos Removal Control Plan (ARCP) and Safe Work Method Statement (SWMS) that the regulations require.
- Engage an independent licensed asbestos assessor for the clearance certificate under Regulation 297 before the area is re-occupied.
The triage call costs you nothing. The early intervention often saves tens of thousands of dollars in eventual remediation cost.

Tell other people who need to know
While you are waiting for the removalist to arrive:
- Other trades on site — stand them down for the day. Their workboots and tools are now potential contamination vectors and need to be either decontaminated on site by the removalist or treated as waste.
- Your insurer — most home and contents policies require notification of a contamination event as soon as practicable. Delay can prejudice the claim, and almost every Australian home insurer treats asbestos exposure events as covered only when the response is run through licensed channels.
- Your neighbours, if the disturbance occurred outdoors or near a shared boundary — particularly fibro fence work, eaves work, or anything involving pressure-washing on the property line. They have a legitimate interest in knowing whether their property may have been incidentally contaminated.
- The building manager and body corporate, if you are in an apartment or strata-titled property. Closing your front door is not sufficient isolation in a building with shared HVAC, lift shafts, fire stairs and corridor ventilation. The building’s facilities engineer needs to isolate HVAC at the zone level.
- The council, only in specific circumstances — for example, if a tradesperson has dumped or stockpiled suspected asbestos in your kerbside green-waste bin, or if the disturbance has spread to a public footpath, verge or shared driveway.
What NOT to Do: The Things That Multiply the Damage
If the “do” list above is the airbag, the “do not” list below is the action that ensures the airbag actually deploys. Each item on this list is a real-world contamination-multiplier we have attended on Melbourne sites.

The unifying principle is this: anything that involves heat, water, mechanical contact, airflow, or “tidying up” makes the situation worse. Stillness, isolation and licensed intervention make it better.
The Common Melbourne Renovation Disturbance Scenarios
Different scenarios call for different scales of response. Below are the disturbance events we attend most often in Melbourne and Victoria, with the typical response pattern for each.
Scenario 1 — A homeowner drills into an eave or fibro wall for a fitting
You drilled three holes through an eave to mount a sensor light, or through an interior wall to hang a flat-screen TV, and the dust looks chalky, fibrous and grey-white. Pre-1990 home.
Typical response: Localised isolation of the room/eave area, NATA-accredited dust and bulk sampling of the surrounding material, removal of the disturbed sheet (or affected section) under Class B controls, wet-wipe and H-class HEPA vacuum decontamination of the immediate zone, independent clearance certificate. Typical end-to-end timeline: 1 to 2 weeks. Typical scope size: small.
Scenario 2 — A tradesperson cuts through fibro cladding with a power tool
A handyman, electrician or plumber has used an angle grinder, multitool or circular saw to cut through external fibro sheeting, a soffit, or a wet-area wall. Pre-1990 commercial or residential.
Typical response: Larger isolation zone (the cutting plume is wider than most homeowners realise), NATA-accredited bulk sampling of the sheet plus visual extent assessment of dust deposition on adjacent surfaces, removal of disturbed sheets under Class B, wet-wipe and H-class HEPA decontamination of the broader work zone (often the entire room and any room downwind of the cut), independent clearance certificate. Typical end-to-end timeline: 2 to 3 weeks. Typical scope size: medium.
Scenario 3 — A homeowner pressure-washes a fibro fence “before painting”
The single most common contamination event we attend across Melbourne’s middle-ring suburbs. The high-pressure water stream strips bonded fibres from the cement matrix into a fine airborne mist that travels well beyond the property — often into multiple neighbouring yards, onto cars in driveways, and into open windows.
Typical response: Extended isolation including any directly affected neighbouring properties, NATA-accredited soil sampling along the boundary and on hard surfaces (driveways, pavers), removal of the fence under Class B controls, wet-wipe decontamination of hard surfaces, soil remediation along the boundary where required, independent clearance certificate. Typical end-to-end timeline: 2 to 4 weeks. Typical scope size: medium to large, depending on wind direction on the day.
Scenario 4 — A renovator lifts vinyl floor tiles in a 1960s–1980s kitchen, laundry or hallway
The tiles, or the bitumen adhesive underneath, or both, contain asbestos. The lifting has already broken several tiles and exposed the adhesive layer.
Typical response: Isolation of the room, NATA-accredited sampling of both the tile and the adhesive (they are often different materials with different asbestos content), removal of remaining tiles and adhesive under Class B with wet methods, H-class HEPA decontamination of the room and any tracked-dust pathway, independent clearance certificate. Scenario 5 — Sanding, scraping or drilling into a textured “popcorn” ceiling
This is the scenario that escalates fastest. Textured ceilings from the late 1950s through the late 1980s frequently contain friable asbestos. A single sanding session in one room can require professional decontamination of the entire upper level — sometimes the entire dwelling.
Typical response: Immediate Class A scope. Class B alone does not cover this. Whole-of-dwelling isolation, friable contamination assessment, full enclosure under negative pressure, removal under Class A controls, clearance air monitoring under Regulation 297. Typical end-to-end timeline: 4 to 8 weeks. Typical scope size: large, and remediation cost frequently in the tens of thousands of dollars. Scenario 6 — A plumber, electrician or HVAC tech accidentally exposes pipe lagging behind a wall
A wall comes off, a ceiling is opened, or a riser shaft is accessed — and a length of degraded, canvas-wrapped or fluffy-white pipe lagging is exposed. This is friable asbestos in its most dangerous form, and even brief proximity releases fibres.
Typical response: Immediate stop-work, Class A scope, full enclosure under negative pressure, HVAC isolation across the building zone, removal under Class A controls, clearance air monitoring including outside the enclosure. Typical end-to-end timeline: 3 to 8 weeks for a small job; significantly longer for industrial scopes. Scenario 7 — A demolition or strip-out crew has been working through a pre-2004 building without a register
The work has been going for days, and someone has finally raised the question of whether the sheet linings, eaves, vinyl flooring or roof are asbestos. By this point, dust has been distributed widely throughout the building and onto vehicles and clothing.
Typical response: Immediate site-wide stop-work, full asbestos register and condition assessment, broad contamination extent assessment, structured remediation under Class B (and Class A if any friable material is involved) with potentially multiple zones, decontamination of vehicles and tools that have been on site, independent clearance. Typical end-to-end timeline: 4 to 12 weeks. The Legal Reality: What the Victorian Regulations Say Happened in That Moment
Many homeowners and builders are surprised to learn that the legal obligations triggered by an accidental asbestos disturbance are not theoretical. They are concrete, immediate and personal.
The duty under the OHS Regulations 2017 (Vic)
Under Part 4.4 of the Occupational Health and Safety Regulations 2017 (Vic), the person with management or control of a workplace has a duty — so far as is reasonably practicable — to identify and manage asbestos before any work that could disturb it begins. For a residential renovation, the “workplace” is the property itself for the duration of the works, and the person with management or control is typically the owner, builder or principal contractor.
Once a disturbance has occurred:
- Work must stop in the affected area until the situation is assessed and controlled.
- Any further removal above the narrow DIY exemption (less than 10m² of intact non-friable asbestos, less than one hour over any seven-day period, owner-occupied residential only) must be performed by a WorkSafe Victoria licensed Class B (non-friable) or Class A (friable) removalist.
- For any licensed removal, WorkSafe Victoria must be notified at least five calendar days before work commences under Regulation 295 — though genuine emergencies involving active fibre release into occupied space can sometimes be expedited.
- A clearance certificate issued by an independent competent person under Regulation 297 is required before the area is re-occupied.
What the DIY exemption does and does not allow
The 10m²/one-hour DIY exemption is the most-misunderstood provision in the entire framework. It does not apply to:
- Friable asbestos in any quantity (including any material that has been damaged into friable status by the disturbance itself).
- Rental properties, commercial properties, industrial properties or any workplace.
- Owner-occupied residential work in excess of 10m² total, or in excess of one hour over any seven-day period.
- Any work where the homeowner is not the one physically performing the removal.
- Disposal — even DIY-permitted work must go to an EPA-licensed landfill, not to a kerbside bin or a regular tip.
If your disturbance event has caused the material to fracture, splinter or pulverise into dust, you are no longer dealing with non-friable asbestos at the point of disturbance — you are dealing with friable material that requires Class A scope, regardless of what the original sheet was. This re-classification is a competent-assessor call, not a homeowner call.
Penalties for getting it wrong
Victorian financial exposure for unlicensed or non-compliant asbestos work in 2026 includes:
- Performing licensed asbestos removal work without the appropriate licence: fines well in excess of $30,000 for individuals, substantially more for companies.
- Failure to obtain a clearance certificate under Regulation 297: 100 penalty units for an individual; 500 penalty units for a body corporate.
- Illegal dumping or disposal of asbestos waste under the Environment Protection Act 2017: fines exceeding $50,000, plus remediation costs.
- Reckless conduct endangering workers under the OHS Act 2004: imprisonment of up to five years.
Concealment of a disturbance event from the next trade, the next purchaser, the insurer or the regulator is treated more harshly than the original disturbance itself. The legal exposure for the clean-up of a disclosed accidental disturbance is far lower than the exposure for the concealment of the same event.

The Decontamination Process: What a Licensed Removalist Actually Does
This section is for the person sitting outside the closed door of a contaminated room, wondering what the next two weeks are going to look like. Below is the standard sequence a WorkSafe Victoria licensed Class B asbestos removalist follows when called to a post-disturbance scene in Melbourne or regional Victoria.
Step 1 — Triage call and site mobilisation
The first call is typically a 10-to-15-minute structured triage. The removalist asks about the building age, the material disturbed, the tool used, the area affected, who was on site, whether HVAC was running, and whether anything has been swept, vacuumed or hosed in the intervening time. From that conversation, the response category (urgent, same-day, 24–72 hour) is set.
Step 2 — Site inspection and sample collection
A licensed assessor attends the site, conducts a visual extent assessment, and takes NATA-accredited bulk samples under AS 5370:2024 of:
- The disturbed material itself.
- Adjacent materials that may be in contention (vinyl, adhesive, sheet linings, eaves, switchboard backings).
- Settled dust on horizontal surfaces, where relevant.
- In some cases, soil at the property boundary where disturbance was outdoors.
Sample turnaround is typically 2 to 5 working days at a NATA-accredited laboratory under polarised light microscopy. Express turnaround is available where the program requires it.
Step 3 — Fixed-price written quote and ARCP
Once the lab results are in, the removalist provides:
- A fixed-price written quote covering survey, sampling, removal, decontamination, transport, EPA-licensed landfill disposal, manifests, and independent Regulation 297 clearance certificate.
- A site-specific Asbestos Removal Control Plan (ARCP) documenting the scope, methodology, control measures, decontamination procedures and waste pathway.
- A Safe Work Method Statement (SWMS) covering each task in the removal.
If the lab confirms the material is friable, or if the disturbance has rendered previously non-friable material into friable status, the scope shifts to Class A and is performed either by the removalist’s Class A team or by a coordinated Class A subcontractor under Class B project management.
Step 4 — WorkSafe Victoria notification
The removalist lodges the mandatory five-day written notification with WorkSafe Victoria, including the ARCP, SWMS, licence details, site address and proposed start date. The five-day clock is a legal minimum and is not compressible for ordinary program convenience, though genuine emergencies are recognised in the framework.
Step 5 — Site setup and isolation
- Work area isolated with polyethylene sheeting (200-micron critical-barrier) and warning signage (“CAUTION ASBESTOS REMOVAL IN PROGRESS”).
- For larger or friable scopes, a negative-pressure enclosure with HEPA-filtered extraction.
- All HVAC penetrations sealed.
- A three-stage decontamination unit (dirty room, shower, clean room) installed at the entry.
- Floor adjacent to the work zone protected with disposable matting.
Step 6 — Wet removal under controlled methods
- The disturbed material and any contaminated adjacent material are continuously misted with water and a wetting agent.
- Removal proceeds with hand tools only — no power tools, no heat, no dry methods.
- Removed material is placed directly into labelled 200-micron polyethylene asbestos waste bags, double-wrapped and sealed.
- All horizontal and vertical surfaces in the contamination zone are wet-wiped and H-class HEPA-vacuumed.
Step 7 — Decontamination of personnel, tools and PPE
- Disposable PPE (P2/P3 respirators, coveralls, gloves, boot covers) is removed at the decontamination unit and bagged as asbestos waste.
- Reusable tools and equipment are wet-wiped and HEPA-vacuumed before exit.
- The contaminated clothing and footwear that was bagged in the first-hour stop-gap is collected and disposed of with the asbestos waste — not laundered.
Step 8 — Independent clearance under Regulation 297
A licensed asbestos assessor independent of the removal contractor conducts the formal clearance under Regulation 297 of the OHS Regulations 2017. For non-friable scopes, this is typically a visual clearance of every surface in the work zone. For friable scopes, it adds clearance air monitoring — multiple static and personal air samples analysed at a NATA-accredited laboratory by phase contrast microscopy, against the WorkSafe Victoria control limit of 0.01 fibres/mL.
Only once the clearance certificate is issued can the area be re-occupied.
Step 9 — EPA-tracked disposal
The bagged waste is manifested in EPA Victoria’s Waste Tracker as Reportable Priority Waste under the Environment Protection Regulations 2021, transported in a covered secure vehicle by an EPA-permissioned operator, and buried at an EPA-licensed landfill in engineered, GPS-mapped cells. The manifest and the landfill receipt are provided to the property owner as part of the documentation pack. Step 10 — Documentation pack handover
The property owner receives a complete pack including:
- Removalist licence and insurance evidence.
- Site-specific ARCP and SWMS.
- WorkSafe Victoria notification confirmation.
- NATA-accredited laboratory sample results.
- EPA Waste Tracker manifest.
- Landfill receipt.
- Independent Regulation 297 clearance certificate.
- Photographs of the site before, during and after.
This pack is retained indefinitely. It is the document trail your insurer, your future buyer’s solicitor, the council, and any future regulator will rely on.
Health Implications: What the Science Says About a Single Disturbance Event
There is a widespread intuition among homeowners that “a single short exposure surely doesn’t matter.” The published medical literature does not support that intuition.
There is no safe level of exposure
